According to the FAQ, it appears you need to pay to apply:
Is there a fee to apply for certification?

For certification applications received on 1 June 2012 and forward, an application processing fee of US $50 will be required to apply for certification. The application processing fee will support our dedication to efficient and proper processing of certification applications according to industry standards. The fee will also help support the integrity of the application process, which in turn reinforces the strength and reputation of the overall certification programs.
Payment for the CISA application processing fee can be made online atwww.isaca.org/cisapay.

Cheaper than the $100 EC Council charges to confirm your eligibility to take their exams.

Someone I met at a ISACA event. He took the exam like more than 10 years ago.

Agree on the LinkedIn part; I have seen "top 20%".

Which, by their rules, and what you sign on their application, can invalidate your application process...

ISC2 is a stickler for this... and from what I hear... ISACA is much more sensitive about it...

Interesting. Found "IT Auditor, CPA and CISA candidate" in Linkedin under someone's profile title.

Guess someone is looking for job openings and wants to improve his profile search aka SEO for LinkedIn.
