    I was wondering if anyone knows about this?

    I did work for the DoD and this does nothing in terms of gaining the certification. It meets the requirements for '8570' which is just a qualification for the federal government. By 'skills update' I would guess it is an updated rollup of the other security requirements in the mcsa exams.
